Her celebration of life service will be at 6 p.m. Thursday at Carmody-Flynn Funeral Home, Bloomington. Visitation will be from 3 to 6 p.m. Thursday at the funeral home.
In lieu of flowers, memorials may be made to the Chicago French Bulldog Rescue or to Arrow Dog Rescue-Revolution on Wheels.
She was born Nov. 29, 1960, in Peoria, a daughter of Roger S. and Louise Eyrse Kolb.
Surviving are her father, Roger S. Kolb, Bloomington; two brothers, Guy D. (Marcia) Kolb, Woodbridge, Va., and Roger S. (Donna) Kolb II, Willowbrook; a sister, Laura A. (Chuck) Bowen, Pekin; niece and nephews, Rachel (Bill) Murphy, AJ Bowen, Roger S. Kolb III and John W. Kolb; a great-niece, Sunshine Bowen; and her beloved fur babies, Dodger, Annie and Elvis and the late Star.
She was preceded in death by her mother and her paternal and maternal grandparents.
Elsie graduated from Illinois State University and began her professional career as a medical technician at BroMenn and later worked in private research. After successfully obtaining another degree in programming at Illinois Central College, she began a long career at State Farm Insurance Cos., where she was an information technology project manager.
Elsie was passionate about her French bulldogs and took great pride in being able to foster rescued dogs throughout the years. A staunch supporter of Relay for Life, Elsie also enjoyed crafting, playing cards and board games. Perhaps most admirable, Elsie enjoyed nurturing personal relationships with friends and family, maintaining friendships over many years and many miles.
